     "An Act relating to the creation and regulation of electric                                                                
     reliability organizations; relating to participation of electric                                                           
     utilities in electric reliability organizations; relating to duties of                                                     
     electric reliability organizations; providing for integrated resource                                                      
     planning; requiring project preapproval for certain interconnected
